Activation registered emails to carrier contacts

Notify carrier contacts that an activation is registered, with the reference confirmed and the SIM list attached.

Carrier teams need to know when a deal is ready to activate. From the activation, staff can now pick carrier contacts, confirm the PT or order reference, preview the message, and send an Activation registered email with the SIM list attached as a CSV.
