Program-specific references: carrier order numbers, PT numbers, and Lead IDs
Each carrier program's required reference is now captured and checked on the activation, in the format the program expects.

Verizon Business Agent and AT&T Alliance deals carry a carrier order number, T-Mobile Partner Program deals carry the partner teaming registration (PT) number, and Verizon Mobility Co-Sell deals carry a Lead ID.
