Lock a cart while it's under review
Staff can lock a cart so the customer sees it read-only, then unlock it when changes are allowed again.
When a proposal is final, it should stay final. Staff can now lock a cart, and the customer sees it as read-only with a clear notice. Unlock it any time changes are needed.
The cart list can be filtered by locked and unlocked carts.
