A fully managed TAC database

Claddio's TAC-to-model mappings are now maintained as a managed database, with every change reviewed.

Identifying a device from its IMEI depends on knowing which model each Type Allocation Code belongs to. Claddio now maintains an extensive TAC database on behalf of every customer.

Mappings are added and corrected through a reviewed update process, so the identification behind receiving, imports, and buyback stays trustworthy.
