Clear notices when a promotion's unit limit is reached

If a cart goes over a promotion's unit limit, buyers are told the extra units will be at full price.

Promotions with unit limits shouldn't produce surprise totals. When a buyer adds more units than a promotion allows, the cart now explains that the additional units are priced at full price.
